The son of the Rev. Henry Crawford, of Chelsfield, he was educated at Clifton and Corpus Christi College, Cambridge. He entered the Ceylon Civil Service in 1877, and rose to be Commissioner of Buddhist Temporalities and Principal Collector of Customs, and after acting as Colonial Treasurer, ended his official career as Controller of Revenue. He was made C.M.G in 1906, and retired in 1911.
Mr. Crawford was a fine all-round athlete in Ceylon, having played several times for Ceylon against the Australians, was one of the best tennis players in the nineties, being once runner-up for the Ceylon championship, and was seven years croquet champion of the island. he was chess champion for 25 years, and played for Gloucester and Sussex at chess up to his death - in fact, he was to have played against Kent today.
